I was invited to be interviewed for this article as I owned and trained large breed dogs, and deal with aggression. I gave the opinion that negligent owners who REFUSE to control their animals or provide for them properly should have them removed and themselves banned from ownership to prevent further incidents or suffering on the animals behalf.
